Application Overview

The eCMS Canadian Payroll System provides users with payroll processing and labour costing functions that are comprehensive, detailed, and accurate. The detail and summary labour cost analysis, unit cost reports, and unit productivity reports help you maintain control of direct labour costs. Reports on taxes, insurance, equal employment opportunity, employee history, and unions will assist your company in satisfying reporting requirements for government and other institutions.

In addition, the Payroll application's easy navigation makes the task of maintaining payroll accounts easy and hassle free. Information can be entered quickly and cheques and time cards can be produced in seconds to meet rigid schedules. Multiple cheque runs may be combined to save processing time and produce combined reports for payroll periods.

Thorough Payroll Entry and Distributions
To ensure payroll security, a security code is required to enter payroll data for regular, salaried, and hourly employees, with a separate code required to access executive payroll data. Salaried and fixed hourly employees can be automatically selected for entry into the payroll processing system. Multiple labour distributions can be entered on a single screen and the hours worked each day of the week can be entered on the same line. Users are given the option to eliminate the entry of overtime hours by calculating overtime hours and pay rates, based on the number of regular hours entered and the employee's regular rate of pay.

When labour hours and dollars are distributed to labour cost with equipment operating hours, transactions are simultaneously created for charging equipment time to Job Cost and General Ledger. Labour costs can also be distributed directly to a piece of equipment or can include transactions in the Time and Materials System for billing. Direct labour burden is calculated and distributed to Job Cost and General Ledger. This distribution is based on either the department or the job cost coding and the burden distribution method selected.

Effective Payroll Processing
The Payroll application's processing system will ensure that all of your employees are paid on schedule. Manual payoff cheques, vacation cheques, and special (bonus) cheques can be processed easily. Payroll taxes and disability insurance deductions can be produced for all Provincial and local taxing authorities. Provincial and local taxes are easily deducted on the same payroll cheque.

Calculations for worker's compensation and province unemployment insurance premiums are made in compliance with each Province's regulations. Federal and Provincial unemployment insurance are also accrued. Retroactive pay calculation for union and special pay requirements calculate gross-to-net pay and deductions.

The system also allows for union fringe benefits and miscellaneous deduction calculations to be made for fixed amounts, hourly rates, or percentages. Both union and miscellaneous deductions can be coded as tax exempt to meet the requirements of qualified salary reduction (RRSP) plans. Furthermore, adjustments can be made for both taxable and non-taxable items. Labour Distribution Reports then reflect the cost for a payroll period, providing an audit trail of labour cost transactions for job and indirect labour expense.

Readily Available Employee History
Payroll maintains a history file for each employee that may be displayed or printed for any desired period. The Payroll Earnings History report provides a listing of gross and net pay, regular, overtime, and other hours, with tax deductions for each employee. The report may be printed for any time period and includes cheque numbers. Employee time card details can also be saved, providing users with the ability to display or print the employee's time card information down to a specific day.

Accurate Labour Cost Reports
Labour Cost Reports help to evaluate the current status of each job, in addition to productivity and costing. These reports give the estimated and actual hours, dollars, and units of cost or hours for each task in a job. To estimate the costs and hours to complete a job, actual costs and hours are compared with either the reported or calculated percentage complete. Detailed reports are also available to estimate productivity rates at the completion of a job. Forecasting is available for project managers to use in reporting quantities and percentage complete on a project. From this field data, projections and variances from planned costs can be reported.

Other Reports
The eCMS system makes Certified Payroll and Equal Employment Opportunity reporting simple. Each payroll period, a Certified Payroll Report is generated to comply with Federal and Provincial regulations. Similarly, an Employment Utilization Report can be generated for compliance with federal regulations. Union reports, including Quebec union reports, can be generated to provide totals for union dues as well as all other union deductions and benefits. In addition, monthly worker's compensation earnings and premium reports are provided. Government reports, such as the T4, UIC, Provincial and Local Income Tax, Federal and Provincial Unemployment and Disability Insurance are produced at the end of each quarter and at year end, with magnetic media available where required.
